The City of Madison was first incorporated on December 9, 1809. Having celebrated two centuries of public service, the city is committed to providing open, responsive, and ethical governance. As a Manager-Council form of local government, day-to-day operations are overseen by a City Manager, hired by an elected Mayor and five City Councilmembers.
Mayor and City Council meetings are open to the public and notice is provided in accordance with the Georgia Open Meetings Act (PDF) (O.C.G.A. § 50-14-1 through 50-14-6). Regular meetings are specifically held after work hours to increase the opportunity for public attendance.
Our local legal organ, in which press releases and public notices are published as required by law, is the Morgan County Citizen.
Official city records are maintained by the city clerk and those records are open for public inspection in accordance with the Georgia Open Records Act (PDF) (O.C.G.A. § 50-18-70 through 50-18-77). Many records are now available online for your convenience.
The Mayor and City Council are very open to citizen input and participation. All regular meetings include a dedicated opportunity for public comment specifically to increase the opportunity for public input. If you would like to make extended comments or a presentation to address a specific item, please read get on the agenda.
Madison is also certified as a City of Ethics. As a member of the Georgia Municipal Association, city officials voluntarily participated in this program and adopted a local Ethics Ordinance (PDF) in July of 2001. The purpose of the ordinance is to raise awareness of ethics issues at the local level and to provide a local forum for the airing and resolution of legitimate concerns. The use of a local ethics ordinance allows citizens to raise their concerns and participate in the ethics investigation process.
